Jefferson County Department of Health Rules and Regulations Governing the Design, Construction, and Operation of Public Swimming Pools and Spas.

Section 4.21 Operation and Maintenance states:
“4.21.1 Operators of public spa pools shall be thoroughly knowledgeable on good practices of the spa operation and with the laws and rules pertaining to public spa pools.”

Section 11 Operation and Management states:  “11.2 Supervision. – Public pools/spas shall be maintained under the supervision and direction of a properly trained operator who shall be responsible for the sanitation, safety and proper maintenance of the pool/spa and all physical and mechanical equipment and records. (Training can be obtained by completion of the National Swimming Pool Foundation’s Swimming Pool/Spa Operator’s Training Course or state or local training course, if approved by the Baldwin County Health Department) If, during the term of the Operation Permit, the Certified Pool Operator responsible for the facility changes, then both the pool/spa proprietor and the former Certified Pool Operator shall notify the health department immediately of the change.”

Rules Governing the Construction, Maintenance and Operation of Public Swimming Pools and Spas Shelby County, Alabama

Chapter 5 (1) Certified Pool Operator. Public pools and spas shall be maintained under the supervision and direction of a CPO who shall be responsible for the sanitation, safety, and proper maintenance of the pool or spa and all physical and mechanical equipment and records. A copy of the CPO certification document shall be kept on site and made available for inspection by the health department. A pool shall not operate unless under the supervision and direction of a CPO. Operators of pools or spas shall be certified and have knowledge of pool or spa operation and regulations pertaining to pools or spas. Training can be obtained by completion of the National Swimming Pool Foundation’s Swimming Pool or Spa Operator’s Training Course, Aquatic Training Institute’s Certified Pool and Spa Technician Course, or state or local training course, if approved by the health department. If during the term of the Operation Permit, the CPO responsible for the facility changes, then the pool or spa proprietor or owner shall notify the health department immediately of the change.

The Alabama Licensing Board for General Contractors requires a license if one who undertakes to construct or superintend the construction, alteration, maintenance, repair, rehabilitation, remediation, reclamation, or demolition of any building, highway, sewer, structure, site work, grading, paving or project or any improvement in the State of Alabama where the cost of the undertaking including labor and materials is $50,000 or more.
