COde states that a Qualified Water Facility Operator is required. This is an individual who has passed a recognized Certified Pool Operator certification course, such as those offered by the National Spa and Pool Institute, the YMCA, or an equivalent course approved by the Commissioner.

Operators must follow state, county, city and local laws as well as federal laws pertaining to the operation and maintenance of pools and spas.
